Short answer:
Yes.

Medium answer:
You can probably do it with VLC, kdenlive, blender, or innumerable other video ediitors.

Long answer:
Read the ffmpeg help file. Everything you never wanted to know about video is in there.

MPG should be easy sendable too, as MPG AFAIK is just the abrevihation of MPEG, or am i mistaken?
Anyway, since that is a regular dvd format, it should be easy playable on any Windows version with mplayer.exe.

A bit inspired by this thread, and the task to reduce the space required by my videos on the nas, i wrote that handler script for ffmpeg: Video Handler Script

Also in addition of helpfull websites, these two helped me too:

If you refer to faststart, with ffmpeg that is done by appending: -movflags faststart

Its old, isnt it?
Are ther many MPGs or one MPG because there are many "Avis".

MP4 is new, isnt it?

ffmpeg -i myvideo.whatever myvideo.mp4 will almost always produce something working.

If you get errors it may be (though this might just be on CentOS-6.x which has older versions) fixable by doing
ffmpe -i myvideo.whatever -acodec aac -strict -2 myvideo.mp4

(aac is a common audio codec but some versions of ffmpeg need that -strict -2)

But how are the files?
When I convert with ffmpeg I can see blackwhite chaos but no movie.

No, MPEG2 is a format, not just a container.
You cant use any other format in the mpeg2 container, only mpeg2.

Yes MP4 is new, and is a container as well as format.
However, this container can contain other formats (but not mpeg2).

MP4 does compress the data, mpeg2 does not.
